Procurement through the General Services Administration

When military officials need to purchase commercial goods the General Services Administration has created several useful tools to make their life far easier. The GSA is an independent agency of the US Government that helps support the basic functioning of federal agencies. They provide Federal Supply Schedules in the form of Multiple Award Schedules (MAS). MAS are awarded by the GSA to multiple companies offering similar services at similar rates. The GSA compares the discounts commercial buyers receive and quotes federal agencies receive. Basically, the MAS allow buyers to purchase commercial products at competitive prices while avoiding normal public bidding procedures.

If you are looking to create an order for over $2,500 the GSA offers an online shopping service called GSA Advantage. The GSA Advantage allows buyers to select vendors and get a best value determination estimate. There won’t be any advertising or a bidding process allowing buyers to make quicker and more efficient decisions. GSA Advantage has access to thousands of Darley Defense products and services, making it an incredibly powerful tool for government purchases.

If your order is far more expensive or complicated than GSA Advantage can handle, buyers can use another tool called GSA eBuy . eBuy allows buyers to put out requests for quotes or proposals of commercial products or services. Once a buyer has submitted their request and selected the relevant suppliers, eBuy will notify suppliers and allow them to review the request and post a response. Buyers will be able to save time and money all while staying compliant with DoD Section 803 requirements.

For buying non-complex commodities and simple services, buyers can use GSA Reverse Auctions. When buying for simple commodities with little difference to each other a reverse auction works best. GSA Reverse auction allows buyers to create a request and have vendors bid down until the auction ends.

Military officials can save money utilizing the GSA to obtain quotes and proposals from suppliers, such as Darley Defense, quickly and easily.
